Such a significant bill should've been put before the people during an election. The politicians should've staked their positions on it. Instead, they have completely disenfranchised the people by passing an unnecessary piece of legislation which places even greater power in the hands of politicians. A sad day for Victoria. Amazing how quick certain cross-benchers and even the Ombudsman changed their tune. All it basically took was a little semantics and the inclusion of useless ambiguities like "in the opinion of the minister" and "on reasonable grounds" for it to be passed, as if that makes any difference to the current regime in Victoria.
