His windows were tinted so it did look a bit suspicious, even worse when he was asked to jump out of the car and started rolling the window up again, but I don't think he should have been cuffed for that. What happened with the older guy, though, was messed up. Since when does one get arrested for temporarily blocking the road with a vehicle? Worst case scenario they should have just given him a ticket, not arrest and pepper spray him FFS.
