A reasonable assumption. Although its geographic proximity to both Russia and Iran is something it cannot disregard, Azerbaijan would prefer to be aligned with the West and make more money through the sale of its natural resources. It wouldn't be a surprise if it was encouraged to break the ceasefire agreement with Armenia and force Russia to divert some of its military from Ukraine. Of course, western political elites only care about Azerbaijan's natural resources and couldn't care less about the country or the people. If they didn't possess oil and gas, they would be treated as another 90's Rwanda. But they do have oil and gas. A lot of it.

That is why criticism from the West is tame when it comes to Azerbaijan, never mind that the country's president has held that same position for 20 consecutive years, or that he appointed his own wife as the newly minted vice president of his government, or that his family have a stake in the main state-run businesses and have become filthy rich though nepotism and corruption. Even when Azerbaijan's leadership pardoned a murderer who butchered a sleeping Armenian at a NATO training camp, then promoted him in the military and glorified him as a national hero, the U.S. and EU did little more than express "concern" about the event, before it was forgotten altogether. So much for sanctimony.
