    yet another "initiative"

Montenegro proposes Western Balkan Six initiative

Regional leaders are expected to discuss Montenegro's Western Balkan Six initiative in New York later this month on the margins of the UN General Assembly, Podgorica's DAN daily said on Tuesday.

It recalled that the initiative was an idea of Montenegrin Foreign Minister Igor Luksic to bring together Montenegro, Serbia, Kosovo (without prejudging its status), Macedonia, Albania, and Bosnia and Herzegovina, Hina reports.

Luksic launched the initiative to strengthen regional cooperation last spring, in agreement with Montenegrin Prime Minister Milo Djukanovic. DAN said experts from European Enlargement Commissioner Stefan Fuele's office supported it and that the initiative envisaged the formation of a Western Balkan Six Parliamentary Assembly which would comprise ten representatives from each member country.

A non-paper promoting relations called "The Western Balkan Six" describes the initiative in greater detail, including the appointment of experts to coordinate the most important projects agreed at meetings of premiers and prime ministers.

This concept of cooperation reflects the need of the six Western Balkan countries for networking and is also a means of swifter European integration, without bringing into question the evaluation of each country's progress, according to the non-paper which the Montenegrin Foreign Ministry forwarded to the member countries.

It says the member countries will strive for dynamic development, more competitive economies, and finding a formula to cushion the negative impact of the global economic crisis to the stability and preservation of the regional market.

The initiative also envisages forming a joint Balkan police.

The member countries are agreed that the fight against corruption represents an unambiguous and important component of joint efforts, and will propose closer cooperation or combining the Migration, Asylum, Refugees Regional Initiative and the Regional Anti-Corruption Initiative with the aim to form BALPOL, a regional centre for fighting corruption and organised crime, according to the non-paper.

It also says that in order to create a single zone for the flow of people and capital, the member countries will facilitate the crossing of state borders, while keeping them safe.

The west wants to form mini Yugoslavia

The West wants to set up a mini- Yugoslavia to throw Russia out of the region!

Initiative to establish a Western Six ( G6 ) , which includes institutional cooperation between BiH , Serbia , Montenegro , Macedonia , Kosovo and Albania in the context of European integration , now drew attention to Slovenia and Croatia, although they are already members of the EU

The idea of re- establishment of Yugoslavia in a new form is unacceptable to many , but the moment of this topic raises the question whether something is quietly preparing in this direction . Serbian portal Vesti.net writes that the West has a plan to form a mini Yugoslavia , to throw Russia out of the region . EVENING still more than three years writing for unity in the Balkans , from economic integration, Yugosphere a dose of nationalism .

Serbian portal writes that future Balkan federation has already received support from Brussels and Washington involves joint parliament and police ( BALPOL ) , common labor market , education and health care . The story of the new Balkan alliance officially began in June , when the Ministry of Foreign Affairs and European Integration of Montenegro to BiH submitted a proposal for a new concept of regional cooperation in the Western Balkans , which is called the Western Six ( G6 ) . In future regional alliance associated Albania, Bosnia and Herzegovina , Montenegro , Kosovo , Macedonia and Serbia.

The initiative is the result of an agreement between the foreign ministers of the countries in the region with senior EU Commissioner for Enlargement Stefan Fule and Secretary General of the Regional Cooperation Council Goran Svilanovic .

According to Foreign Minister of Montenegro , Igor Luksic , the aim of the initiative is the Western Balkans through cooperation , fully integrated into the EU .
An agreement Montenegro as the only state currently leading negotiations for EU membership , prepare basic idea to further promote regional cooperation in order to strengthen the European perspective .

The document to BiH on 20 June this year , which include initiatives Montenegro , stated that the proposed participation of Kosovo in accordance with the agreement between Belgrade and Pristina in 2012 . The text is signed by the Assistant Minister for Internal Affairs of BiH, Mitar Kujundzic , stating that such a model is acceptable for the position of BiH to Kosovo , unless the application of the Treaty is not in doubt . In that case , BiH could seek clarification from the parties involved ( EU , Serbia and Kosovo ) .
Without much media attention , in frying, in Budva in mid-July was held a consultative meeting of political directors of Albania , Bosnia and Herzegovina , Montenegro , Kosovo , Macedonia and Serbia to the new concept of regional cooperation under the working title of Western European Six +1, with participation head of the EU Delegation to Montenegro, Ambassador Mitja Drobnikj Secretary General of the Regional Cooperation Council , Goran Svilanovic .

Croatia, which is already an EU member, also joined the initiative , and as an observer , attended by a representative of Slovenia. Participants confirmed that they are ready for cooperation in the format offered .

Interestingly, little public talk about this initiative . The meeting of the Foreign Ministers of BiH and Montenegro, held in Sarajevo at the end of August , two colleagues spoke about the intensification of efforts to frame the concept of regional cooperation under the name NJB6 +2 . Agreed that the next meeting scheduled for the sidelines of the UN General Assembly in New York , in collaboration with other members of the initiative , to formulate specific projects of mutual interest .

The formation of the G6 in the Balkans , the West wants to neutralize Russia's efforts to fully take over the energy market in this part of Europe, and with it economic and political influence in the country . Therefore , it is not surprising that the formation of the G6 under its control , the West wants the Russians to seal the further penetration of this market . The text says that the US - British initiative coincides with plans to Turkey in the region , which tends to establish closer economic and political ties with the countries of the Balkan Muslim majority.

Today "Nova Makedonija" writes on the same subject:

        google translate

On the table they are smiling outside they stumble

Montenegrin Foreign Minister Igor Luksic again through the local media actualize its initiative to establish western Balkan Six, which provides for the creation and joint parliament and police. In this Six to enter Montenegro, Serbia, Kosovo, Macedonia, Albania and Bosnia and Herzegovina. Analysts say that before to solve some major issues statesman, these initiatives will encounter ob

The Balkan cooperation can not revive

Joint government meetings with Serbia and Bulgaria, then arguments for mutual economic , historical and political issues . This was the sequence of events in neighborly relations this year , although formally Macedonia enhance cooperation with the two neighboring countries .

In July Kyustendil two governments held a joint meeting , but several months later the Bulgarian Foreign Minister Christian Vigenin accused Macedonia in recent years show a deficit in relations between the two countries due to the tendency of strengthening
nationalism in the country , claiming that they feel intimidated by it.

This summer the Macedonian government held a meeting with Serbian . After meeting in Belgrade on both sides concluded that the only outstanding issue between the countries was the MPC - SOC and that they were willing to help to overcome . But later the two countries came close to war over trade decision officially Skopje protection market wheat and flour by tying the amount of import of Serbian wheat flour with wheat purchase a home after Belgrade announced reciprocal measures for those products as most imported Serbian market, wine and agricultural products . After several weeks of uncertainty , it is not such an economic impact .

Now , Montenegrin Foreign Minister Igor Luksic again through the local media actualize its initiative to establish western Balkan Six , which provides for the creation and joint parliament and police . In this Six to enter Montenegro, Serbia , Kosovo , Macedonia , Albania and Bosnia and Herzegovina .

        Details of UN meeting

Montenegrin politician initiative provides for the establishment of the Parliamentary Assembly western Balkan Six , which will comprised of ten representatives from each Member State. As written media , working paper was submitted to the countries to which the initiative and guidance except to establishing parliamentary assembly includes guidelines for creating a joint Balkan police .

The Macedonian Ministry of Foreign Affairs said that the ongoing activities related to the initiative Luksic , adding that ministers from the region to discuss it on the sidelines of the UN General Assembly later this month will be held in New York .

According to analyst Zhidas Daskalovski of these ideas would have real benefits if previously overcome disagreements .

        - I think it would be of benefit only if they decide key issues such as the statesman is currently trying to resolve Serbia and Kosovo , and then remain still simmer question of Bosnia , Macedonian - Albanian relations , neighborly relations Serbia and Croatia Bosnia and even Serbia- Montenegro have unresolved issues. But all the steps so small and approaches the views are useful , although they can persist in the major political issues - says Daskalovski .

The Macedonian - Albanian relations even within the country have oscillations that are felt internationally showed the composition of the cabinet , who participated in the joint government meetings with Serbia and Bulgaria. Formal DUI was reported that their ministers went to Belgrade for a boycott , but because the other had previously planned activities . Meeting in Kyustendil to Ahmeti's party , however , was a joint session of the two governments but visiting Prime Minister with its own delegation.

        Distrust between the Balkan states

And according to analyst Ismet Ramadani , before realizing this , he says , a good initiative , it is necessary to meet other requirements .

        - Requires prior cooperation to come to the realization of such a serious initiative . More specifically , I think it is necessary to deepen cooperation in other ways , for example, economic , cultural or energy plan , and then implement these ideas - Ramadani said .
The idea of a Balkan Six is not entirely new . Luksic said his proposal earlier this year , but then mainly talked about the cooperation of police and creating a joint Balkan police , which would be called BALPOL and would deal with the fight against corruption , organized crime and illegal migration .

According to security expert Zoran Dragisic initiative for Balkan police is interesting , but previously it institutionally to arrange such an organization .

        - Criminal organizations in the Balkans cooperate much better than Balkan countries . It is actually trying to unite the Balkan police of a strong institutional basis for a response to this strong regional organized crime . However , as in everything , the problem of the Balkans are very poor countries , very high levels of corruption and distrust that has among the Balkan states . These are limiting factors for this initiative to revive the right way - Dragisic evaluated .

        Failed Balkan Benelux

Regional cooperation and have had the initiative to deepen . Last year the public stirred so-called Balkan Benelux , which was to comprise of Macedonia , Albania , Kosovo , Montenegro , and was designed to be open common market of eight million, reduced transportation costs and utilization of Durres and the Bar as alternatives to Thessaloniki port . This idea , which discussed Economy Minister Valon Saracini and Albanian Prime Minister Sali Berisha , was hailed by the European Commission , but received no support from the public and the politicians .
Ramadani , who formerly was a member of the Macedonian Assembly recalls and other broader initiatives are realized .

        - Once there was an idea to form and work Mediterranean Parliament reached almost to the constitution , but not implemented because then the most powerful countries opposed EU , considering that this will double the bodies and will only increase bureaucracy - Ramadani said .

Such unions dont work, imho, because I think the Slavs are to much devided by mentality and religion; Orthodox versus Catholics, Western versus east, besides nowadays joining the EU seems to be more populair, God knows why

Im all for cultural unions between countries who are related in some sort, but it should not always become political unions. For example, I think Germanic and Celtic cultural unions very interesting, but politically it can not work. Seem for Slavs.

In addition, such a union will also never work because there is no shared cultural identity or common values (at least not among the overwhelming majority) that encompass all of the nations who speak Slavic languages collectively. The term 'Slavic' is only limited to a common linguistic heritage. By the way, nice to see you're still around, it's been almost 5 years since you last posted.

I think the whole idea behind a "Union of Slavic Nations" is absurd. I think I can speak for most members on this forum and say we resent the word Slav being used as an ethnic appellation.

There are no Slavs. Even the idea of a Slavic language is absurd.

My objection is to the word "Slavic" in "Slavic language", not so much that there is a language family of Slavic languages.

There are slavic languages, but not a single Slavic entity... I have such discussions frequently in past and present but then about Celts and Germanics, and some believe there is one single Celtic or Germanic entity, but thats wrong; you have diffirent Slavic, Celtic, Germanic languages, cultures, traditions, but put them together will never work.
