    Macedonia Prosecutors Launch Four New Graft Probes

    Macedonia's Special Prosecution launched four new investigations into suspected financial crimes, with alleged perpetrators including a former assistant minister and two pro-government news editors.

    The Special Prosecution, SJO, which is tasked with probing high-level wrongdoing in Macedonia, launched the four new investigations at a press conference on Thursday.

    In the cases that raised most public interest, codenamed "Total" and "Tifani", the SJO suspects two pro-government TV news presenters, Dragan Pavlovic and Ivona Talevska, of tax evasion through companies they own or once managed.

    In the first case, Pavlovic, who is the editor-in-chief at the national Sitel TV, is suspected of evading paying a total of 120,000 euros in taxes for the marketing firms Total Marketing, Total Media Centar and Mediamaks, of which he is either the current or former manager.

    The SJO said that in addition to this, Pavlovic is under suspicion of evading a further 60,000 euros in personal taxes.

    In the second case, Talevska, the editor-in-chief of the daily newspaper Vecer is suspected of evading taxes amounting to 37,000 euros for the companies Smart Centar and Smart Group, which she runs or once ran.

    Taleska, as manager of these firms, is additionally suspected of evading paying personal taxes of over 16,000 euros.

    The prosecution believes that for several years, the two suspects have used company funds for personal purchases of luxury goods like expensive watches, furniture and other personal items, falsely declaring them as company expenses which are subject to tax allowances.

    Some of the companies are no longer active.

    BIRN tried contacting Pavlovic and Talevska for comment. Pavlovic was not available while Talevska asked for the questions to be sent in a written form, via SMS, but failed to reply.

    The "Trista" ("300") and "Tabla" ("Blackboard") cases

    In the third case condemned "Trista", a former assistant Interior Minister , whose name was not disclosed, is suspected of multiple abuses of office and breaking of the law on public procurements several times during a series of procurements of some 300 vehicles for the police, and later during the signing of several contracts for their maintenance.

    These procurements took place between 2008 and 2012, the SJO said.

    The former assistant minister is suspected of awarding the tenders to car dealership companies despite knowing that their offers were not the highest ones, thus costing the national budget some 450,000 euros.

    In the fourth case codenamed, "Tabla", an elementary school principal from the village of Zajas, near the town of Kicevo,is suspected of making an illegal direct contract worth 200,000 euros with the firm Bauprof for the construction of a new school in the village of Gorno Strogomiste, avoiding the necessary tendering procedure.

    At the start of the press conference, some media crews lowered their cameras and left the conference hall in a sign of protest against what they said was the SJO's pressure on media outlets – a reference to the two TV presenters under investigation.

    Prosecutor Lence Ristoska rebuffed the claims, insisting that if some of the suspects were people linked to the media sector, that does not mean that the media outlets themselves have been targeted.

    The SJO, which was formed in 2015 to investigate high level crime, also announced that it will soon start filing indictments in another previously opened case codenamed "Transporter".

    In this case, which was opened in April 2016, the mayor of the town of Bitola, Vladimir Taleski, is suspected of the misuse of 360,000 euros of budget money that was transferred to the municipality of Bitola to pay for the bus transport of pupils for two school years.

            They were thinking that Macedonians are a bunch of pussies, then they did what they did and confirmed their theory.

            At least they raised a real flag, unlike that embarrassment that was up there before.

                Macedonia MPs Resume Session Amid Threatening Atmosphere

                As Macedonia's parliament is set to resume its constitutive session on Monday amid militant calls by pro-VMRO DPMNE party organisations to mobilize against the prospect of an opposition-led government.
                w opposition-led majority in Macedonia's parliament continues to press for the election of new speaker and a government, media outlets and organizations close to the former ruling VMRO DPMNE party have continued alarmist, threatening campaigns, calling on supporters to mobilise themselves.

                News portal Republika on Friday said so-called "patriotic associations", a number of which have been formed in the last two months, have started "mobilising" to defend Macedonia against the prospect of an opposition Social Democrat-led government.

                An article entitled "Macedonia's Patriotic Associations on their Feet: No Turning Back! No One Else Will Protect Our Country! It is Up to Us!" cited unnamed sources from these associations as saying they were already mustering their members to defend the country.

                "Macedonian patriotic accusations are mobilizing their members in several towns for the defence of the state in case the SDSM [the Social Democrats] try forcibly to plant a speaker of parliament and form a government which will realize the Tirana Platform", Republika wrote.

                "Associations are on their own hand organizing groups who are determined to defend democracy at any cost and prevent scenarios for the destruction of Macedonia," the same group added.
                The "Tirana Platform" is their description of the joint demands agreed by Macedonia's ethnic Albanian parties, so named as the demands were put together at a meeting in Tirana, Albania.
                Albanians make up about a quarter of the population of Macedonia and are seeking greater official use of Albanian as well as a fairer distribution of national resources to the regions.
                Parliament will resume its constitutive session for the tenth time on Monday without having made any progress so far in the election of a new speaker or a new government.
                Since the end of March VMRO DPMNE MPs have been filibustering to prevent the work of parliament with long speeches and replies made to themselves.

                The opposition last Thursday and Friday filed a motion for the direct election of a new speaker, but this was refused by the provisional speaker, Trajko Veljanovski, who comes from the ranks of VMRO DPMNE.
                The "For a United Macedonia" movement, which has been organizing daily protests against the announced formation of the new government, has announced boosted protests starting Monday. It has also called on protesters to remain on stand-by.

                In an "emergency proclamation" issued on Thursday, this movement urged protesters to "stay at the ready for a final victory" and threatened opposition MPs, saying: "The people put you in those seats and the people will take you out of them."

                Macedonia has not managed to form a new government since early elections in December last year. The polls were held in the hope that a two-year-long political crisis could be resolved.

                The crisis worsened on March 1, when President Gjorge Ivanov, who was elected head of state as VMRO DPMNE’s candidate, refused to grant SDSM leader Zoran Zaev the mandate to form a government, despite the opposition leader having secured a majority in parliament.

                Reflecting the stance of the VMRO DPMNE, which had been in power since 2006, Ivanov said that Zaev’s alleged acceptance of a so-called "Tirana Platform" would destroy Macedonia.

                The SDSM says VMRO DPMNE fears a transfer of power mainly because it also fear its leaders will end up standing trial.
                Several senior party figures are currently facing criminal investigations and indictments by the Special Prosecution, SJO, which they claim are politically motivated.

                    In Macedonia, anti-press rhetoric leaves journalists feeling vulnerable

                    As the political crisis in Macedonia, triggered by allegations of mass surveillance by intelligence agencies, deepens the environment is increasingly unsafe for journalists who report critically on the ruling Internal Macedonian Revolutionary Organization-Democratic Party for Macedonian National Unity (VMRO-DPMNE) and its leader, Nikola Gruevski.

                    The party has been at odds with the critical media since it first dominated Macedonia's political scene in 2006, but tensions reached a peak in recent weeks after Gruevski, in an interview with local newspaper Republika, accused the critical media of being foreign mercenaries working in the interests of financier George Soros.

                    Some independent journalists say that since the former prime minister's comments were published, they have been verbally assaulted or threatened. A news crew for a critical outlet was also beaten while covering a VMRO-DPMNE rally.

                    Gruevski's interview was published shortly after Macedonia held early elections in December, as part of efforts by the EU and U.S. to bring the country's opposing parties to the negotiating table. The country has been divided since allegations by the opposition Social Democratic Union party that the secret service surveilled more than 20,000 Macedonians led to mass protests after the ruling party attempted to halt an investigation into the claims. However, the elections have so far failed to achieve stability and Gruevski's party has not yet formed a coalition government.

                    Against this backdrop,VMRO-DPMNE leaders and supporters have lashed out at perceived external enemies, including journalists and news outlets considered pro-opposition. In January for instance, Milenko Nedelkovski, a talk show host and party supporter, published the names and addresses of several critics, including journalists, on his Facebook profile, the Balkan Insight reported.

                    Borjan Jovanovski, founder of the independent website Nova TV, is one of the journalists who says he has been threatened in recent weeks. He said he has increased security at his home to protect his family after a teenager threatened him in a restaurant in the capital, Skopje, on March 2. Jovanovski, who is also a former editor at the now-defunct privately owned broadcaster A1 TV, said the boy spat at him and called him a traitor. Although he has been a target of previous attacks--on one occasion, Jovanovski said, he was sent a funeral wreath bearing his name--the journalist said he feels more at risk after this incident because he suspects it was instigated by a party official.

                    In a similar incident the same week, three teenagers went to the home of critical columnist Branko Trickovski, and called him a traitor. Trickovski said the atmosphere is hard to bear. He said smearing stories about opponents of the ruling party "are being made up daily" and spread on pro-government media and social media. He added that attempts to intimidate opposition supporters and journalists is happening more regularly. "Cars are being torched, funeral wreaths sent to their homes, kids to their doors, financial assets cut down," he said. Trickovski said he has been targeted by smear stories and that his wife is regularly harassed.

                    Also in March, Vladimir Zelceski, a reporter for opposition news website A1on, and Aleksandar Todevski, a camera operator for the site, were hospitalized after being beaten at a VMRP-DPMNE rally. The journalists suffered head injuries and their equipment was damaged in the attack, according to reports. One person has been charged with the attack, Predrag Petrovic, the editor of A1on, said. He added that he believes the journalists were targeted because the news outlet is critical of the party.

                    "Attacks on journalists started after Nikola Gruevski openly called for settling scores with 'traitors'," Petrovic said, referring to the former prime minister's Republika interview. Gruevski alleged in the interview that media supported by international organizations, including the Open Society Foundation, have a political agenda.

                    Ivo Kotevski, a spokesperson for VMRO-DPMNE, denied that the party is encouraging supporters to harass the press, and said that the opposition Social Democratic Union (SDSM) and its leader Zoran Zaev, have targeted pro-government media.

                    "Zaev and the media under the control of SDSM/Soros have been accusing us of anything and everything, but it only shows the despair which they are in, their lack of ideas and the fear that they will not be able to deliver on the tasks they have been given," Kotevski said. Kotevski said that Zaev has called pro-government media "enemies" and he cited incidents where Zaev's supporters allegedly attacked news outlets during the election campaign. CPJ was unable to independently verify details of the incidents the spokesperson cited.

                    Petrovic said that the current climate for journalists is a continuation of how the ruling party tries to control the press. "For 10 years the government has been taking full control of the media through businessmen close to it or via government-sponsored advertisements," Petrovic said, referring to how VMRO-DPMNE favors supportive media by rewarding them with state advertisements. Journalists with whom I spoke said the uneven distribution of funding has left them marginalized. Macedonia, an EU accession country, has been criticized for this practice in the European Commission's annual progress reports.

                    Should the hostile rhetoric against journalists continue, and the political limbo be prolonged, the foreseeable future for Macedonia could be marked by instability, with Gruevski and his close circle unlikely to let go of power, and the opposition, encouraged by months of protests, unlikely to back down.

                          Erwan Fouéré takes every opportunity to state the USA must intervene to solve the problem. How pathetic, particularly from someone with his EU ties.

                          If it descends into lawlessness, it will become another Kosovo (and Albania) which is an EU/USA wet dream wrapped up in the form of a (almost) country.
