    Macedonia's Special Prosecution, SJO, said it suspects former Prime Minister and VMRO DPMNE leader Nikola Gruevski illegally financed his party through money laundering and was also involved in misuse of his office in relation to a highways contract.


    Macedonia Prosecution Names Gruevski in Two New Corruption Probes

    Macedonia's Special Prosecution, SJO, said it suspects former Prime Minister and VMRO DPMNE leader Nikola Gruevski illegally financed his party through money laundering and was also involved in misuse of his office in relation to a highways contract.

    The SJO on Monday launched three new investigations, two of which name the leader of the VMRO DPMNE party, Nikola Gruevski, as the main suspect. The investigations are codenamed "Talir"[old silver coin], "Traektorija" [trajectory], and "Trevnik" [lawn].

    As a result, the SJO on Monday in Skopje said it will demand a freeze of the vast assets owned by the former ruling party, including its new lush headquarters in central Skopje, which the SJO suspects was illegally financed and obtained.

    "Talir" case:

    In the first and most complex case, codenamed "Talir", the SJO suspects 11 people from the VMRO DPMNE party of money laundering and of misuse of office.

    Nine people, including Gruevski, are being investigated as perpetrators and an additional two as helpers. Apart from the party leader, the SJO said suspects include the party's secretary generals, persons in charge of signing the party's account as well as the head of the party's communications centre.

    The SJO said it considers Gruevski the main suspect, alleging that in his capacity as VMRO DPMNE head, he accepted 4.9 million euros of illegal donations for his party between 2009 and 2015, when he was Prime Minister.

    The investigation has shown that instead of returning the money to the national budget, as should have been done when it comes to illegal donations, he used the money to illegally finance his party.

    The SJO said it suspected that the money was transferred to 11 people and then used to buy real estate, pay for party expenditures, hotel accommodation, popular surveys and other things.

    The money was also used in 78 contracts to buy real estate, the SJO revealed, adding that a number of these properties were not used for party purposes. The SJO said it had filed 12 requests to the courts to freeze these assets.

    "We are talking about 12 requests,[for freezing of assets] each containing at least three properties," deputy Special Prosecutor Lence Ristoska said.

    The SJO suspects the illegal money was injected into the party's account using various forms of money-laundering. Some of the suspects allegedly made payments to the party account, falsley portraying the money as personal donations or as membership fees.

    The SJO said it had evidence that some of the payment slips were written in the same handwriting and registered as paid into the banks over intervals of between 20 and 30 seconds. According to SJO's estimates, calculated for each separate year, at certain periods the former ruling party was netting 12,000 to 30,000 euros a day this way.

    The SJO said it had questioned over 160 witnesses for this case, sent 230 requests to various institutions and analyzed 11,886 payment slips directed from private persons to the party.

    "Traektorija" case:

    In the second investigation, the SJO suspects four persons of misusing office during the second half of 2012 and 2013.

    The SJO said it had reason to believe that the suspects broke the Public Procurement Law and directly awarded a 155-million-euro contract to construct two highway stretches to a preferred Chinese construction company.

    This was despite the fact that another Chinese company submitted a lower bid for the highway work. Gruevski, who was then Prime Minister, is again the main suspect in this investigation.

    "Trevnik" case:

    The third investigation refers to the suspected illegal construction of three weekend houses in the village of Zelenikovo, near Skopje. The preliminary investigation showed that while the construction of these houses began in 2011, the trio of suspects acquired the building permits for them two years later, once the objects were completed.

    The VMRO DPMNE party has issued a defiant reaction to news of these investigations.

    Secretary general Emil Dimitriev dismissed the investigations as "political pamphlets" aimed at falsely claiming that the party and its leaders had engaged in "some kind of illegal activities."

    Dimitriev, who is still interim Prime Minister, told a press conference that such claims "are completely false" and that "the party's entire property has been legally obtained".

    The SJO was formed in 2015 as a reult of an EU-brokered crisis agreement between the main political parties and tasked with investigating allegations of high-level corruption.

    Although VMRO DPMNE agreed to form the SJO, the party has since accused it of working for their opponents in the Social Democratic Party - the party currently engaged in talks on forming the new government.

      The elite of Macedonia's former ruling party attended Sunday's gala opening of the new Macedonian Philharmonic, which has costs almost 40 million euros and forms part of the grand government-sponsored revamp of the capital, 'Skopje 2014'.

      The most noticeable guests at the gala opening of the new philharmonic in Skopje were former Prime Minister and VMRO DPMNE leader Nikola Gruevski, President Gjorge Ivanov and interim Prime Minister Emil Dimitriev. Many of Gruevski's former ministers, including outgoing ones serving in the interim government, were also present at the ceremony.

      The philharmonic is one of the few modern-looking buildings that form part of the grand revamp of the capital known as "Skopje 2014". Most of the other new buildings and monuments draw their inspiration from the styles of classical antiquity.

      When construction on the philharmonic started in 2009, the cost was put at only at 6 million euros. In the meantime, however, many additional contracts were inserted, pushing the price up to almost 40 million.

      Because the Austrian construction company, Alpine Bau, which was initially tasked with the construction work, went bankrupt, the building remained unfinished for several years.

      After the contract with Alpine Bau was terminated, a Skopje-based construction company, Granit, continued the work while the building was equipped and furnished by the Austrian company, Strabag.

      Gruevski, widely seen as the mastermind behind the Skopje 2014 project, was not in the mood to answer journalists' questions at the gala.

      His VMRO DPMNE party only recently accepted the outcome of the December 11 elections and stopped trying to block the formation of a new government led by its bitter opponents, the Social Democratic Party, SDSM. This has paved a way for the country to exit a long-standing political crisis.

      "Please, let us attend the show," Gruevski responded briefly on arrival when asked whether he plans to resign as VMRO DPMNE leader.

      His party, in power since 2006, is accused of masterminding the illegal surveillance of over 20,000 people, of participating in many corrupt actions and of authoritarian tendencies. He denies all these allegations.

      Outgoing Culture Minister Elizabeta Kanceska Milevska, whose ministry oversaw the construction of the new philharmonic, said the presence of the VMRO DPMNE elite at the gala, and the notable absence of representatives of the new government which is expected to be formed this week, was not intentional.

      "Everyone who wanted to buy a ticket was able to do so. The tickets were not sent through invitations but were offered for sale," she told TV 24 Vesti.

      The gala concert, which featured renowned Macedonian piano player Simon Trpcevski, was delayed by 30 minutes due to the late arrival of Gruevski.

      Since its unveiling, the Skopje 2014 project has attracted controversy. Supporters say it will transform the image of a city blighted by decades of dreary Socialist architecture and neglect.

      Critics object to the cost of the job and the transparency of the contracts given to the architects and designers. Some say a relatively poor country should spend its resources more prudently.

      The price tag of Skopje’s new look has meanwhile also shot up, far surpassing the initially announced figure of 80 million euros, to more than 600 million, a BIRN database has shown.

      The new Social Democrat-led government has pledged to revise the entire project and instigate a debate over what to do with the many buildings and monuments that form part of it. Many architects and artists say they are non-functional.

                        Vladimir Putin’s claim, made at a meeting with the Macedonian President, that the Slavic alphabet came to Russia from Macedonia, has not gone down well in Bulgaria.

                        А number of Bulgarian ministers and diplomats have condemned Russian President Vladimir Putin for telling his Macedonian colleague George Ivanov on May 24 – the Day of Slavic Literacy – that the Cyrillic script came from Macedonia.

                        “The Slavic alphabet and literature came to us from Macedonian soil”, Putin told Ivanov during the Macedonian President’s visit to Moscow.

                        In response, Ivanov paid a tribute to the Slavic educators and saints, the brothers Cyril and Methodius, founders of the Glagolitic alphabet, which served as a basis for Cyrillic, who are “our spiritual teachers”.

                        Bulgaria, which also celebrated the Day of Bulgarian Education, Culture and the Slavonic Alphabet on Tuesday, disagreed with this reading of history.

                        “The creation of literacy happened due to the will, and participation, of the Bulgarian state and it is hardly a coincidence that the Bulgarian ruler Boris I is present in all ancient Bulgarian books as Boris-Mihail – the Baptizer, who introduced the faith and literacy,” Bulgarian Foreign Minister Ekaterinaa Zahaieva wrote on Facebook on Wednesday.

                        “This is not only our holiday, and the Cyrillic script is shared. But it has to be known that we remember our history and we are proud of it,” Zaharieva added.

                        Bulgaria’s Deputy Prime Minister and Defence Minister, Krasimir Karakachanov – a nationalist and the author of several books on Macedonia, a land which Bulgarians nationalists have long laid claim to, also accused Putin of misinterpeting history.

                        “I am surprised that the President of the largest Slavic country is not familiar with the history of the Slavic nations. Russia, which talks about Slavonity, and about Orthodoxy, does not know history,” Karakachanov told NOVA TV on Thursday.

                        Bulgaria’s Prime Minister Boyko Borissov was milder in his reaction, merely telling reporters on Wednesday that arguing about the distant past to establish “who came from where to bring the alphabet” was is not a “European approach”.

                        “The European way is to say that thanks to Holy brothers Cyril and Methodius … that nearly 300 million [people] read and write [Cyrillic] and enrich European culture,” Borissov said.

                        Ilian Vassilev, a former Bulgarian ambassador to Moscow, accused Putin of “playing with Serbia and Macedonia” in order to increase pressure on Sofia.

                        “When Putin talks about history in this way, this means current politics which lays on the Russian imperial traditions,” he wrote for Bulgaria Analytica.

                        Bulgaria’s ex-ambassador to Macedonia also expressed anger on Facebook, calling Putin’s statement “a provocation against Bulgaria”.

                        The Cyrillic script, which dates from the 9th century AD, is used across parts of Eastern Europe and North and Central Asia. It is generally, or very widely, used in Serbia, Macedonia, Montenegro, Bulgaria, the Serb entity in Bosnia, Russia, Ukraine, Belarus - as well as by the large Russian diaspora in other former Soviet republics.

                        Bulgaria developed early Cyrillic on the basis of Cyril and Methodius’s Glagolitic alphabet during the first Bulgarian state in the 9th century AD, shortly after the population was baptized under Boris I.

                          No surprise that the Bulgar author of that article would add her two cents in towards the end. People develop an alphabet, not a state. Who were those people? Disciples of Cyril and Methodius - two of Macedonia's greatest sons.

                            Do you expect anything more from them?, there's rarely an article that doesn't include some form of jab at our nation these days, I originally wanted to leave that bit out, but really, we only have ourselves to blame for this kind of garbage.

                            At least Putin knows what's going on. I'm sure many Macedonians would be ecstatic about that...
