MHRMI, Toronto (Oct.21, 2016) - On Tuesday, October 18, 2016 in New York City, Macedonian Human Rights Movement International President, Bill Nicholov, met with Ambassador Matthew Nimetz, Special Envoy of the United Nations Secretary-General on the name issue. MHRMI called for Mr. Nimetz to resign and, as his predecessor Robin O’Neil did, to publicly denounce the name negotiations.

MHRMI explained that there is no solution to a 25-year old artificially created dispute, in which one party ceases to recognize the name, identity, ethnicity or language of the other party and actively, transparently and admittedly tries to destroy it. MHRMI expressed disgust that the United Nations continues to entertain the notion of forcing Macedonia to change its name, much less let it linger for 25 years, as it is a blatant attack on the sovereignty of Macedonia and the most basic human right, self-determination, of the Macedonian people. For the first time in history, the UN is allowing one country to name another. In addition, MHRMI stressed that Macedonia and Macedonians have always been known as such, and did not arbitrarily “choose” our name, and therefore cannot choose to abandon it. Despite claims to the contrary, it is, in fact, Greece that is trying to appropriate Macedonia's name, as is clearly evident by its 1988 change in policy from denying Macedonia’s existence to claiming it as its own.

Since Greece insists on discussing history as a pretext for its claims, MHRMI clarified that neither Mr. Nimetz, nor the United Nations, can begin from the pro-Greek argument that Macedonia is “new”, while Greece is “old”. This is not only false, but it sets a dangerous precedent as it aids Greece in setting the tone for its false claim to Macedonia. Since the creation of Greece in 1830, it had never called for Macedonia to be incorporated into the Greek state, clearly indicating that it never had any claims on Macedonia. On the contrary, since Macedonia's partition in 1913 among Serbia, Bulgaria, Greece and later Albania, Greece has tried to eradicate Macedonia's very existence, as did each of the other countries.

MHRMI highlighted that adding any type of geographical, or other qualifier, such as “Republic of Northern Macedonia”, “Democratic Republic of Macedonia” or “Republic of Slavic Macedonia”, is extremely offensive and would only aid Greece in its attempts to change the ethnic identity of Macedonians. One cannot change a country’s name without changing the identity of its people. Furthermore, it would also ensure Greece's goal of denying the existence and persecution of its large Macedonian minority, a point publicly admitted by former Greek Prime Minister Constantin Mitsotakis in 1995. Macedonians in Greece and throughout the Balkans are advocating for their human rights as Macedonians, nothing else.

To even indulge Greece's nonsensical arguments in creating the nonsensical name dispute -- their claim that the Republic of Macedonia’s name “creates confusion” with the “province of Macedonia” -- is disingenuous, as the word “Republic” indicates statehood. So, adding a qualifier only serves to be redundant, as well as blatantly racist.

MHRMI made clear the opinion of former US Secretary of State, Lawrence Eagleburger, that “The name dispute is unnecessary and unfounded, since Macedonia was called the same in the time of former Yugoslavia and this did not cause any problems then…Greece claims that Macedon or Macedonia, as well as Alexander of Macedonia are its own. This is a false claim and it is time someone confirms this....The Greek claim about Macedonia is based on historically incorrect information and is therefore not fact-based." Mr. Eagleburger added that it is “not wise for a foreigner to interfere with the internal affairs of another state.”

MHRMI reiterated its point that Greece, the oppressor, does not need to recognize Macedonia and Macedonia does not need to recognize Greece. As is current practice, Macedonia and Greece can continue to refer to each other as “Party of the First Part” and “Party of the Second Part”, or anything else, such as “Country A” and “Country B”. Furthermore, Greece violated the terms of the 1995 Interim Accord by denying Macedonia's entry into NATO, thus negating the Accord's validity. Macedonia subsequently won the related International Court of Justice case, yet there are no repercussions against Greece. MHRMI called on Mr. Nimetz and the UN to immediately declare the Accord null and void and to announce that Macedonia has a technical reason to end the negotiations.

As stated to Mr. Nimetz, what is clearly evident, as has been MHRMI’s position since Macedonia declared independence in 1991, is that all the power rests in Macedonia’s hands. If Macedonia ends the negotiations, the name dispute will be resolved. The reason that the West calls for a name change is because Macedonia negotiates. This has never been more clear, and MHRMI is calling on all Macedonian political parties to publicly and immediately denounce the nonsensical name negotiations and pledge that, if elected, never to engage in any discussion about Macedonia's name.

In conclusion, MHRMI reminded Mr. Nimetz of the statement by the first UN mediator for the name dispute, Robin O'Neil, that “Macedonia must not and will not change its name in order to appease Greece. If Macedonia succumbs to pressures and changes its name, such events will only give more firepower to Greece until it reaches its final goal – Macedonia to vanish from the map.” MHRMI reiterated its call for the United Nations to respect its own principles of human rights and to immediately and permanently end the name negotiations.

Six in 10 Greeks oppose the use of the word Macedonia in a composite name for the Former Yugoslav Republic of Macedonia (FYROM), according to a new opinion poll while seven in 10 believe the delay in resolving the dispute between Greece and FYROM regarding the latter’s official name is harmful for Greece.

The poll, which was carried out by the University of Macedonia and the Hellenic Foundation for European & Foreign Policy (ELIAMEP) with the support of Columbia University’s Human Rights Institute, found that only 28 percent of respondents would support a solution involving a composite name containing the word Macedonia, with just 10 percent accepting the name used by FYROM, Republic of Macedonia.

Nearly eight in 10 respondents (77 percent) said they believed it was important for the longstanding name dispute to be resolved as soon as possible, while just over seven in 10 (71.5 percent) reckoned that the delay is damaging to Greece.

The same survey found that seven in 10 respondents thought Greece’s position on the international stage was worse this year than it was a year ago, with 52 percent reckoning that it will be even worse in a year’s time. Seven in 10 (69.5 percent) said they believed Greece faced an external threat. Of those, 76.5 percent cited Turkey as the key threat, with 11 percent mentioning Germany and 2.5 percent FYROM.

MHRMI Condemns Greece’s Blacklisting of Macedonians as MHRMI Activist is Denied Entry into Greece

Macedonian Human Rights Movement International (Oct.27, 2016) - Slavko Mangovski, MHRMI International Coordinator and a dual-citizen of the US and Macedonia, was denied entry into Greece on October 24, 2016 at the Medzitlija/Niki (Negochani) border crossing. He was told by border officials that he is on the “list of undesirables”, Greece’s blacklist of Macedonian human rights activists, despite being previously removed from it due to pressure from local human rights organizations. He was placed on Greece's blacklist again after being a guest at a gala banquet held by Macedonian Human Rights Movement International on June 1, 2013 in Toronto.

Representatives from the US Embassy in Athens were told by the border officials that they had “no record of the incident”, despite border documents being issued (see www.mhrmi.org/news/2016/october27_e.asp). MHRMI immediately followed up with the US State Department to investigate the continued abuse by Greek officials against Macedonians and its large Macedonian minority.

Furthermore, the documents refer to “FYROM”, with the European Union logo on prominent display. MHRMI not only condemns Greece’s actions, but the European Union in allowing a member-state to negate and violate an entire ethnic group’s rights to its own name, ethnicity, identity, culture and language. MHRMI calls on the EU to:

•force Greece to abolish its racist blacklist;
•immediately denounce Greece’s persecution of Macedonians;
•enforce all of the European Court of Human Rights judgements against it;
•denounce the Greek-initiated name dispute with Macedonia;
•compel its member-states to uphold and adhere to the human rights conventions that it espouses as core European values

Failure to do so would only indicate the European Union’s lack of commitment to its own stated ideals and a continued blind eye to Greece’s anti-Macedonian, anti-minority conduct and policy.

ММДЧП со осуда за забраната за влез во Грција на свој активист и за грчката „црна листа“ за Македонци

Македонското меѓународно движење за човекови права (27 октомври, 2016) - На Славко Манговски, Меѓународен координатор на ММДЧП и граѓанин со двојно државјанство (македонско и американско), на 24 октомври, 2016 година му беше забранет влез на граничниот премин Меџитлија / Негочани во Грција. Од страна на граничните служби му било соопштено дека тој е на „листата на непожелни“ што е всушност грчка црна листа за македонски активисти за човекови права, без оглед што претходно беше тргнат од таа листа под притисок на локални организации за човекови права. Манговски беше ставен на таа црна листа откако беше гостин на гала банкетот организиран од Меѓународното македонско движење за човекови права на 1 јуни 2013 година во Торонто.

ММДЧП веднаш ги извести Стејт Департментот на САД и побара истрага за постојаното малтретирање на Македонци и на големото македонско малцинство од страна на Грција.

Во документите се употребува референцата „ФИРОМ“ и на горниот дел има големо лого на ЕУ. ММДЧП не само што го осудува грчкото однесување, туку и ЕУ која дозволува нејзина членка да го негира и повредува правото на сопствено име, народност, идентитет, култура и јазик. ММДЧП бара од ЕУ:

• да ја принуди Грција да ја укине црната листа;
• да го осуди прогонот на Македонците;
• да ги стави во сила сите пресуди на Европскиот суд за човекови права;
• да го осуди спорот за името започнат од Грција;
• да ги натера своите членови да ги почитуваат конвенциите за човекови права за кои самата декларира дека се нејзини основни вредности.

Доколку тоа не го направи, таа само ќе покаже недостаток на заложба да ги спроведува своите идеали и дека продолжува да ги затвора очите за грчкото анти-македонско и анти-малцинско однесување и политика.

MHRMI Meets with US State Department Officials, Calls on US to Support Macedonia's Name, Macedonian Minority Rights, and to End its Interference in Macedonian Politics

MHRMI, Toronto (Nov.18, 2016) - Macedonian Human Rights Movement International President, Bill Nicholov, met with US State Department officials on October 19, 2016 and called for the United States to immediately end its calls for Macedonia to change its name and to denounce the name negotiations. Nicholov called for the US to help end the oppression of Macedonians in neighbouring Balkan countries and, finally, to end its interference in Macedonia’s current political situation.

Nicholov pointed out MHRMI’s long-standing position that Macedonia never should have engaged, or have been forced to engage, in any negotiations about its name. The only way to solve the artificially created name dispute is to end the negotiations, and that MHRMI expects the United States to stand up for its own principles and to condemn the name negotiations as an attack on Macedonia’s most basic of rights. Nicholov reiterated MHRMI’s positions about the name issue, as explained to UN Special Envoy Matthew Nimetz during their meeting of October 18, 2016. Simply put, any discussion of Macedonia’s name only enables Greece in its goals to deny the existence of Macedonians’ ethnic origin, name, language, culture and identity. Macedonia has always been known as such, and Greece’s recent claim to the name Macedonia is only a tactic in the Greek-manufactured name dispute. Nicholov pointed out that the US can end the name dispute by condemning Greece’s position and fully supporting Macedonia.

Nicholov called for the US to demand the end of discrimination against Macedonians, specifically by Greece, Bulgaria and Albania, and to force these countries to adhere to the international human rights conventions to which they are signatories. He also called for an increase in the State Department’s reporting of human rights violations against Macedonians in its annual Country Reports on Human Rights Practices. He explained that the terminology used for Macedonians in the report on Greece must not appease Greece’s non-recognition of its large Macedonian minority. For example, the use of the State Department’s terms “self-identified Macedonians” and “Slavic groups” only helps Greece to negate the ethnic identity of Macedonians and is not acceptable. Furthermore, the statement that “...more than two million ethnically (and linguistically) Greek citizens also used the term Macedonian in their self-identification” is not only factually incorrect, as ethnic Greeks never claimed the term Macedonian to describe themselves until Greece's renewed assault on Macedonia, it also aids Greece in denying the existence of a Macedonian ethnicity. Moreover, Greece's attempts at eradicating the existence of the Macedonian nation – and misappropriating the term Macedonia – must be denounced by the State Department.

Finally, Nicholov called for the US to end its interference in Macedonia’s internal affairs and political situation. He reiterated MHRMI’s position that the US must end its policy of foreign interventionism and, if it feels that it must provide guidance to other democracies in the world, to do so by example. And there is no better example than to denounce Greece’s most transparent act of oppression against Macedonia – the name dispute – and to put an end to the name negotiations.

ММДЧП одржа средба со американскиот Стејт Депатмент на која што побараа од САД да дадат поддршка за македонското име, за правата на македонските малцинства и да не се мешаат во македонската политика

Претседателот на Меѓународното македонско движење за човекови права, Бил Николов, на 19-ти октомври, 2016 година, се сретна со претставници на американскиот Стејт Департмент и побараа САД веднаш да се откаже од барањето Македонија да го смени своето име и да стави крај на преговорите за името. Николов побара од САД да стават крај и на угнетувањето на Македонците во соседните балкански држави и конечно, да прекинат со мешањето во актуелната политичка ситуација во Македонија.

Николов го потенцираше ставот на ММДЧП од кој што никогаш не отстапиле, дека Македонија никогаш не треба да се занимава, или да дозволи да биде принудена да се вклучи во било какви преговори за името. Единствен начин да се реши овој вештачки создаден спор за името е преговорите да завршат и дека ММДЧП очекува од САД да застанат во одбрана на своите принципи и да ги квалификуваат преговорите за името како напад врз најосновните права на Македонците. Николов ги повтори позициите на ММДЧП во врска со името кои што му беа предочени и на Специјалниот претставник на ОН, Метју Нимиц, за време на средбата што се одржа на 18 октомври, оваа година.. Едноставно кажано, било каква дискусија за името на Македонија, на Грција и’ дава можност да ги оспорува етничкото потекло на Македонците, името, јазикот, културата и идентитетот. Македонија отсекогаш била позната по тоа име, а грчките тврдења дека името Македонија им припаѓа нив се само тактика во од Грција произведениот спор за името. Николов истакна и дека САД можат да стават крај на овој проблем со осуда за грчкиот став и со целосна поддршка за Македонија.

Николов побара од САД да се заложат да прекине дискриминацијата против Македонците, особено од страна на Грција, Бугарија и Албанија, и да инсистираат овие држави да се придржуваат до меѓународните конвенции за човекови права, на кои што и самите тие се потписници. Тој истовремено побара во годишните извештаи на Стејт Департментот за почитување на човековите права во државите, пообемно да се наведат сите прекршувања на човековите права против Македонците. Тој објасни дека во извештаите за Грција да се употребува терминологија која што недвосмислено ќе укажува на непризнавање на македонскот малцинство во таа држава. На пример, досегашната пракса од Стејт департментот да се употребуваат термини како „самоидентификувани Македонци“, или „словенски групи“ само им помага на Грците да го негираат етничкиот идентитет на Македонците и затоа е неприфатлива. Исто така, се наведува дека „...повеќе од два милиона етнички (и лингвистички) грчки граѓани за самоидентификација го употребуваат терминот ‘македонски’...“ не само што не соодвествува со фактите, од причина што етничките Грци никогаш себеси не се идентификувале со терминот ‘македонски’, туку уште и’ помага на Грција да го негира постоењето на македонско малцинство. Поради сето тоа, грчките обиди за искоренување на македонската нација и обидите за незаконско присвојување на терминот ‘Македонија’ – мора да се осуди од страна на Стејт Департментот.

Конечно, Николов побара од САД да не се мешаат во внатрешните работи на Македонија и во политичката ситуација. Тој го повтори ставот на ММДЧП дека САД мора да се откажат од својата политика на странски интервенционизам и ако веќе чувствуваат дека мора да дадат насоки за другите демократии во светот, нека го направат тоа со сопствен пример. И не постои подобар пример од најтранспарентниот чин на угнетување на Грција кон Македонија, преку спорот за името – и да стават крај на преговорите.

Victims of Lesser-known Forms of Racism Face an Uphill Battle

MHRMI, Toronto (Nov.23, 2016) - What if a politician or his/her campaign chair made a derogatory comment that negates the ethnic origin of an entire group, and continued a policy that ignores persecution of this group and seeks to change its ethnic identity? Breaking news, right? Huge scandal? Only if it’s a higher-profile group. Good luck to this group of people if they’re not as well-known. This happened during the US election, but, of course, got no mainstream media coverage. It was revealed by Wikileaks that Hillary Clinton’s campaign chair, John Podesta, made disparaging remarks about Macedonia, with no repercussions. This could be because Clinton, herself, executed an anti-Macedonian policy in which she, personally, called for Macedonia to change its name to appease Greece, the country that initiated the artificial name dispute in its admitted attempt to “wipe Macedonia off the map”.

Not only do lesser-known groups have to explain the reasons why certain terms are racist, they are often obliged to justify the reason for their outrage and fight an uphill battle in doing so. If society, as a whole, doesn’t understand why something is offensive, the impression given is that the minority group is being “too sensitive”. Case in point, Cleveland Indians, Washington Redskins...need I say more? I shouldn’t, but I do. How someone could not understand how the term “Redskins” is offensive is beyond me, but the main point is, even if you, inexplicably, do not understand why something is racist, if the affected ethnic group says it’s racist – it is.

A well-known Canadian politician, Jim Karygiannis, has made numerous anti-Macedonian comments in the media, defended his use of the derogatory terms, and was even caught on video praising a lecture which glorified the bombing and killing of Macedonian civilians by Greek-government forces. Credit to the mainstream media for covering MHRMI’s exposure of this story, and to the various organizations who issued statements in support of MHRMI and the Canadian-Macedonian community, but there were no repercussions for Karygiannis. The Liberal Party, of which he was a federally-elected member at the time, did nothing. Here’s the Clinton example all over again, as the Liberal Party had taken a specific anti-Macedonia, pro-Greece stance a decade ago. Karygiannis has since become a municipal councillor in Toronto, but Mayor John Tory or city council have done nothing. While Tory does have his strong points, quick-action is not one of them. Hopefully this is the case here, but, more than likely, he is hoping that this issue just “goes away”. Well, we’re not going away. Here’s hoping for some actual action on these issues instead of the usual hypocrisy.

Жртвите на помалку познати форми на расизам се соочуваат со тешки битки

Што би се случило доколку некој политичар, или тој што е на чело на неговиот изборен штаб, упати навредлив коментар со кој што го негира етничкото потекло на една цела група граѓани, доколку продолжи да го игнорира прогонот врз таа група, обидувајќи се да го смени нивниот етнички идентитет? Вонредни ударни вести? Голем скандал, нели? Но само ако е високо профилирана група. Сочувство до оние групи граѓани кои што не се многу познати. Такво нешто се случи за време на изборите во САД, меѓутоа, се разбира, без некаков посебен интерес од страна на медиумите. Викиликс откри дека Џон Подеста, прв човек во изборниот штаб на Хилари Клинтон, упати негативни забелешки за Македонија, без да сноси никакви последици заради тоа. Причината лежи во фактот што и самата Хилари Клинтон пропагира анти-македонска политика со која што таа лично бараше од Македонија да го смени своето име за да се задоволат барањата на Грција, држава која што иницираше вештачки спор за името, признавајќи дека се обидува „да ја избрише Македонија од мапите“.

Малку познатите групи граѓани, не само што мораат да ги објаснуваат причините зошто некои термини што се употребуваат ги сметаат за расистички, туку често се во ситуација да мора да се правдаат заради својот бес и зошто е неопходно да ја водат таа нивна тешка битка. Ако општеството како целина не може да ја разбере офанзивата, надвладува впечатокот дека таа малцинска група е „претерано чувствителна“. Да го земеме примерот со фудбалските тимови Cleveland Indians, или Washington Redskins... нели е тоа доволно? Би требало да биде, но јас морам да дообјаснувам. Тоа што некој не може да разбере дека терминот Redskins е офанзивен е вон досегот на моите сфаќања, но поентата е во тоа што, дури и да е нејасно (и необјасниво) зошто нешто е расистичко, доколку засегнатата група го смета тоа за расистичко – треба да се прифати како аксиома.

Добро познатиот канадски политичар, Џим Каригианис, кој што има кажано и напишано бројни анти-македонски коментари во медиумите, ја бранеше употребата на навредливиот однос, па дури беше објавено и едно видео на кое што упатува пофалби за едно предавање кое го возвишува бомбашкиот напад и убиството на македонски цивили од страна на грчките владини сили. Честитки за големите медиуми кои што ги објавија ставовите на ММДЧП во врска со овој настан, и за разните организации кои што јавно дадоа поддршка за ММДЧП и за канадско-македонската заедница, но сепак скандалот помина без последици за Каригианис. Либералната партија, на која што тој беше член, не презеде ништо. Како и во премиерот со Хилари Клинтон, Либералната партија пред отприлика една деценија изнесуваше конкретни анти-македонски и про-грчки ставови. Каригианис во меѓувреме стана општински советник во Торонто, но градоначалникот Џон Тори и градскиот совет не направија ништо. Иако Тори има некои добри карактеристики, брзото реагирање не е една од нив. Да се надеваме дека тоа е само еден издвоен случај, но повеќе од веројатно е дека тој се надева дека овој проблем ќе се заборави. Но ние нема да го заборавиме. И остануваме со надеж дека за овие прашања ќе има конкретни акции, а не само вообичаена хипокризија.
